I can vouch that San Jose (as of beginning of August when I went thru there)
is pretty bad. At most airports, if you get selected for the extra checked
baggage check, they pull the luggage and you aside and run it thru the
super-duper X-ray machine. At San Jose, they sent me to some guy who may
have spoken English, but it was with such a thick accent as to be
indistinguishable from a foreign language. He hand-searched my luggage (and
did a piss-poor job of it, I could've had anything at all in some of the
compartments that were never searched). I had to darn near repack the bag
when he was done -- which is also stupid when you think of it, since I
should never have been allowed contact with the bag again until my
destination.

But as far as getting a Newt zapped, that hardly seems a worry.

Design is an iterative process. The necessary number of iterations is
one more than the number you have currently done. This is true at any
point in time.
