Yes, in the respect that if you use ResEdit you'll see this information.
But that's not the same thing as having the resource fork messed up. What's
happening is that the process of encoding/decoding the file for transmittal
over the 'net can, on occasion, drop the type/creator information. If you
look at a properly encoded file with a text editor, somewhere in the header
info you'll see the type/creator info as plain text. This is done so that
when the file is decoded, the MacOS can try to immediately update the
Desktop database. (Actually, sometimes the encoding/decoding can work
perfectly, but if the Mac's Desktop database has a problem, this can
manifest itself in generic icons, etc.) If the info is missing, the file
gets a generic icon.
