You don't mention the Newt model you are using but if your graphics are just
embedded inline into the text in defined areas like a picture would be then
Works papers can retain all the formatting when exported to the desktop.

You can assemble a Works paper from Notes with a package like Twerks or
write directly into a Paper with an HWR addon and then add freeform or
structured graphics as you go or use a combination of the two techniques.

You could also use a Works drawing to make a sort of DTP layout with text or
sketches created in Notes and in the drawing itself.

Is this what you had in mind?
