They are most likely refering to AAC encoding @ 128kb/s or less.
This sounds much better than 128kb/s MP3.
It would allow them to get the stated capacity and retain quality.
Its all subjective but I am constantly surprised by the quality of lower bitrate AAC.
Then of course there is MP4...
