[NTLK] NCT_ Assert Function

I was wondering (because I couldn't find it in the docs) if there was
already an ASSERT macro / function in the NCT library?

I've implemented a quick and dirty one that throws a message w/ line
number and fine name on error. It only works when the debugger is
running, but wasn't sure if there was one already implemented I could use.
