I suspect that the Newt is still wet inside. The
quickest way to dry it out is through the use of a
desicant (moisture absorber). You will need a can of
desicant (they sell this at most hobby shops for
drying flowers.) and a Tupperware container large
enough to hold the Newt. Pour dome desicant in the
bottom of the container and wrap the Newt in a
paper-towel (to help keep the desicant out of the
Newt) then pour more desicant ontop of the Newt until
covered then seal. Keep sealed for two days. When you
remove the Newt, it should be completly dry. Why use
desicant and not just let the Newt air-dry? Well, a
slow drying will allow corrosion to build up on the
solder traces which will cause shorts and basically
make the Newt worthless. If the Newt was left out in
the rain for 2 weeks, then the corrsion has already
started and honestly, there's not much you can do if
it is affected.
Most important when reassembling the Newt. Make sure
that the ROM card is properly seated and that the
contacts are clean. Use a pencil eraser to clean the
contacts.
