Well, I think I have finally understood your hardware arrangement, and I think I understand the problems you're having, although I will admit that I am not quite sure why.
I have to say that my network is totally TCP/IP and LocalTalk, as is your, and that my LW is a LocalTalk one. I do not have an ethernet printer to put into the mix to see what happens. Nor have I used the Newton yet to print from, so I have no idea what will happen then.
I have confirmed that I can access both Macs on the other side of the LocalTalk Bridge, and they can access the Newton (obviously). In order for this to work the AppleTalk control panel _must_ be set to "Ethernet".
I have also confirmed that from the Newton I cannot see the LaserWriter through the LocalTalk network. However, I will also say that the LaserWriter (Personal LW NT) doesn't show up in the list of printers, and it also doesn't show up in the "chooser" slip as the Newton searches the network for printers. This is especially strange since the Newton comes after the LW on the LocalTalk chain.
I have not yet applied the OS upgrade to the MP 130, which I will do and see if that makes a difference.
In the meantime, I presume that you need to hook the Dell into the LinkSys in order to utilize VPN? (I don't require any such special protocols.) So this means that the 2nd enet adapter in the 850AV provides you with the VPN for the Mac? Or does it comes directly from the cable modem's router?
I bring this up because I was wondering if you can connect the Dell directly to the cable modem and route the 850AV through the LinkSys. Is that possible? If so, what happens then?
So let me see if I can find the LW with the Newton. Unfortunately the only other AppleTalk capable printers I have is an old ImageWriter II and a LaserWriter II NT, and the Newton doesn't show them in its list either. Again let me see what happens after the NOS upgrade.

My networks would be diagramed as follows. You need to view it with a monospaced font (i.e., non-proportional).
Please note that OS 9.2.2 allows file transfer via TCP/IP rather than just AppleTalk over ethernet. Also the only "fixed" port assignment on the router is the 8600, but it doesn't need to be, as all the Macs get there LAN addresses by DHCP.
