I think this is correct. Installing some packages is more than just
moving the package. Some actually put various hooks into parts of the OS. I
believe NIE is one of these. It must be backed up and then restored to the
receiving Newton.
I did some card lending a while ago and found through lots of trial and
error that the BEST way to do this (least chance for problems) is to use a
brainwiped Newt, install NIE and whatever else is needed, do a backup. Then
the receiver brainwipes their Newt and does a restore.
