It certainly is on any relatively modern hardware (my Powertower
pro(c1995) G3/450 with 512 of ram and Radeon PCI is totally responsive
and "instantaneous").

Or you just have a slow old machine... My g3/233 imac with 128 meg(ATI
RAge IIc) isn't instantaneous.
Panther clearly has improved performance even on this older bottom of
line hardware.
