It looks like they are just selling links to your site. I don not think
this is illegal because it is the same as selling
your Name, Address, Phone #, and e-mail address.
There are many companies that sell personal information. One in my Area
is called Metro-Mail. Selling address
to others is all they do. So if it is illegal then these companies
could not exist.
