This is the age-old bootstrapping problem. The easiest way to do it
is via ethernet (IMO), but serial can work too. For serial, though,
you'll need a serial adapter (like the Keyspan adapter) and possibly
(depending on the Newton you have) an interconnect serial dongle or
an SER-1 to get a serial port on the Newt.
If you want to use ethernet, you'll need an ethernet card. Here's a

Of course, to get ethernet to work, you'll need to install the
drivers on th Newt *first*, and that's the bootstrapping problem.
You can use a serial connection without drivers, but as I've said,
that can be a hassle. You can use IR if you have a computer with
IR, using Thomas Tempelmann's Newton DIL Tester:

That'll work on on Mac PPC pre-X, or Windows (of unknown
requirement).
Or you can have someone beam you the packages you need, or give them
to you on a card.
There may be other options, but that's all I know of.
