The only timing issues are on the Newton (connect before the card is
turned off) or with NCU (which needs AppleTalk to be on when it's
started). Escale can fire its AppleTalk interface any time (it
actually tries repeatedly unless it's turned off in the preferences).

You can also massively send bug reports to Apple saying that the fact
that the AppleTalk stack is down when no Ethernet/Airport device is
connected to the Mac is a design problem considering the time
AppleTalk services take to fire up.
