That is a function of Canadian customs. UPS, for example, has to pay
special broker fees to Canada for shipments with values of, I believe,
>20 CD. This can easily double the shipping cost on a small item. UPS
express shipments include this fee and that is why NuShield no longer
uses UPS ground shipments to Canada.
