Its odd it won't boot from an external USB device.
Another (fairly extreme) way of doing it might be to remove the iBook
drive and place it in a firewire or USB external enclosure and install
onto it from the eMac.
Another alternative maybe to partition the iBook drive, copy the
install files to one partition and install from it (I'm unsure how you
handle the multiple CD side of things - you maybe able to just copy
everything to the partition and the installer maybe smart enough to
pick up all the files.
Of course if you can't boot from any CD in the first place you can't
partition it.
Perhaps looking on eBay for a replacement CD drive maybe the best long
term option ?
