CE only moves works documents to and from your emate. Once it is up and
working it is very fast. I am working on a "how to" for installing CE
under OS X that I will post soon.
You will need NCU to install packages, make backups, sync your newt
(with claris), and get works documents to and from your emate. Like
Frank said it is the gold standard.
I like the classroom exchange because you can let it run in the
background on a the machine you are working on, or on a machine on your
network (when using apple talk) and move works documents very quickly.
You can also use it with several newtons at the same time which NCU can
not do. It was designed for classroom usage (obviously) so an entire
class can turn in works documents or collect assignments from the server.

Just that it won't work with IR. There has been a new IR utility
recently that I have not tried yet. Check the messages for the last
week and you should turn it up.
