Not _exactly_ true, yes, the OS is contained in non-alterable rom,
but it can be patched at runtime, tweaks can be layed on top of the
permanent rom code, to replace broken functionality with new code.
These patches have to reside in the user's storage area for programs
and data, and do not alter the rom, but as long as they are present
on the newton they will be in effect.

What one can't do with these patches is replace the entire OS (well,
theoretically one could - but that would be a HUGE patch file), they
won't give you NOS 2.0 if you are running a variant of 1.0.

I'd suggest running the program "NewtTest" (forget who it's from - It
should be on UNNA somewhere), it has a feature which will tell you
whether you are running the latest available patch for your newton or
not.
