I have found NCU to be a bit more reluctant under Panther Classic than
under Jaguar Classic but it usually connects. Try, while a classic
application is running, to select chooser and turn Appletalk on. You
should also be able to select the control panel 'File sharing' and
start it.
You may also want to look at Sharing under OS X and make sure that
sharing is permitted and that the firewall also allows sharing.

My old G3 seems to be happy to sit in the basement and and act as a
file server.
