Steve, I don't think this applies, since:
-NCU never used TCP/IP over AppleTalk as a connection type, just bare
AppleTalk (aka EtherTalk, LocalTalk, etc)
-NCU uses a different AppleTalk service name from the file sharing service.
I think what Apple's saying is that they've broken straight
FileShare-over-AppleTalk compatibility with Classic.
