I think the best you can do on your desire is to have something like
HyperNewt or SuperNotes installed. I don't think they let you reorder
notes, but in HN you can create a set of "favorite" notes which can
always be accessible.
I keep a folder in Notes in which I have these kind of Notes. They
are "timeless" as opposed to the otherwise heavily time-ordered notes
I have. The "StormDrain" (brainstorm and down the drain, in one, ha
ha) folder contains only a few notes at a time. I don't think 20
would be manageable for my method. I used to use HyperNewt and
recommend it.
