The chips on the DVT board are E28F016SV.

The maximum amount of addressable Flash on an unmodified Newton is 16MB including the 4MB on the MLB.

The 4 empty positions on the ROM board are not for memory expansion but for alternative flash chips (8 bit wide).
(4 chips give a 32 bit data bus).

The 2 populated positions on the ROM board are 16 bit wide (2 chips give a 32 bit wide data bus).

A common practice is to accomodate different chip configurations so that you are not stuck with a single solution.

You can't use them for additional memory. It could be argued that you could use them for a place to solder extra memory if you modify the signals but that's another story...

You can add more RAM if you provide the extra address lines to decode the additional memory AND tell the OS what you have done.
