On my Cube through my USB-Serial hub adapter under Panther, I find that
I have to launch NewTen, then start the dock, Click 'Connect', then
(quickly) select the package(s) to be installed from NewTen.

If I select the packages and then try to connect from the Newton dock,
the connection is unsuccessful and times out.
