I just dragged the copy of Classic that I use from an external FW
drive to my internal drive running Tiger. Both drives are formatted
HFS+ Journaled with OS 9 drivers installed. The System Folder looks
like a plane folder in both cases.
Either one functions a Classic system.
I used System preferences to start Classic and it did take a while 10
sec. or so for the newly moved folder to be recognized, but it was.
As I recall my experience with Panther and Classic was superior to
Tiger so I don't think it is the OS.
Try deleting the one on your hard drive and moving the OS 9 Classic
folder that you have used from the FW drive to your internal drive again
