If all you're seeing is 18.3Kbps upstream on a T3 you may want to
check your client. In my case the default upstream limit was about
20KB. Once I turned off the limiter I pushed close to 500KB (that's
kilobytes) until I ran out of bandwidth for the month :) 50GB
doesn't go as far these days...
