No. The ROM board is a small board that sits in a connector
on the motherboard.

As for how you go ahead, it would be easier to open the Newt
with the good screen, remove the mainboard, open that with the
bad screen, remove the mainboard and put it into the Newton with
the good screen. But...

This would not be the best solution. If you have removed the mainboard,
it takes only 1-2 minutes more to take the display out so that you
can get at the area that's normally under the bezel. Cleaning this
area (and the inside of the bezel) thoroughly with alcohol will
reduce the probability that your Newton will develop what people
call "the jaggies". Jaggies means that the Newton will
no longer recognize the pen position reliably and can become so
bad that the Newton is almost unusable.
