Actually I think they could be for either purpose.
I've taken them apart before and know that if I check again I can find
the appropriate screws to use with those Nuts.

It might have been for a sedurity lock down screws also...

I by pass this with my Docking Sled.... which holds the Newton very
tightly and securely...
