The problem in the original typing text paragraphs was a plain text
email client's inability to interpret a standard ISO-8859-1
character encoded using a decimal code such as &#39; which equals a
Apostrophe. The problem you are speaking of comes between different
character sets and the encoding used to express their individual
characters. Microsoft products for instance utilize a UTF-16 encoding
while Macintosh, and the most Linux's use UTF-8. You will also see
this problem when a completely foriegn character is expressed in
either encoding.
