The green light should have come on immediately the changed to orange
till the batteries were charged. And the eMate should have reset,
requiring you to calibrate the touch screen.
You have a problem somewhere with the power input, such as electrical
outlet not powered, the Newton power adapter not working or some
component in the eMates charging/power circuit has failed. This could
be caused by improper power supply, corrosion or other damage.
Use a lamp to test the outlet and a multimeter to test the power supply.
It wouldn't hurt to try reseating the ROM board with all power removed
and once re-powered try pressing the reset button for a 10 count.
