[NTLK] daylight savings

I got to thinking today. While the Newton community is focused on
solving time issues (aka 2010 problem), what would it take to adjust
the date daylight savings changes for the US? The problem isn't a
show stopper, just one of those small annoyances that appear when
hardware/software is no longer supported.
