It's not exactly straightforward:

Goto the following web page and request to purchase NewtPaint or other software.

NewtPaint costs costs $9.95.

They will reply asking you to fill out a standard purchase form but add a note in the comments field that your order is for NewtPaint. You will also need to change the amount charged for.

They will email you a copy.

Lunar Lander

By the way, if you haven't tried it already, HexPaint is a good alternative to Newtpaint. It has some disadvantages but also advantages and is freely available on UNNA. (The biggest disadvantage is that UNDO doesn't work - so you have to put mistakes right the hard way!)
