I don't think so. They would have to approve each book just like they approve applications. That would ruin the experience for the users.
Or if they will, I doubt the books will be able to contain interactivity. Apple generally doesn't let the average user program their own machine if they aren't a developer. But maybe they will allow AppleScript. Who knows?
