www.digikey.com or www.mouser.com are good places to start. 

Local industrial battery suppliers can all do the solder tab welding. If you show them what you want, they can weld up the string of batteries so that you don't have to do the soldering. They make enough profit on the batteries that they will usually do the welding for a small fee or free. You would only have to put on the tap wires, thermistor, and PTC.
