Notes are ordered by date, so you can't reorder them without external  
software.

Which Newton OS version are you using? If you can't find any software to  
do this, it shouldn't be too hard to make.

If you only need to reorder a few notes, you should be able to split an  
existing note into two by drawing a horizontal line across it. Then, you  
can move content from another note into the new note.
