You can do it with windows 10 you will need to use a cpu slowdown utility to make NCU behave.  Alternately you will need to use the repackaged installer for this in order to get it to install as the original is only 16bit.

Another alternative is to use a virtual machine running Windows 95 or 98.

There are lots of cpu slowdown utilities around for free that work well, the repackaged installer is available below if you want to try it.  I have had success with both FTDI and prolific serial interfaces.
