Another way for windows maybe:

Emulate MacOS 7 or 8 with sheepshaver or basilisk. Connect an the Newton with a Ftdi serial2usb Adapter.

Or install Linux on Windows and use some Linux tools to install apps an the Newton.

Still the best way (sorry): Use MacOS X and use NCX.
