This is predicated on the idea that oversubscribing their networks is a
reasonable thing. Which it isn't.
Now, I think it is reasonable to use PPPoE for creating encrypted tunnels
on the cheap, but there are usually better or easier ways of doing the same
thing so almost nobody uses PPPoE this way.

Well, that won't last long. "They" tried that trick in the US. It failed
miserably.
