How about developing the database in the newly-freewared eBase spreadsheet,
which exists as a plugin for NewtonWorks?

From what little I've played with it, it seems quite flexible and would
showcase nicely this little database program, available to everyone now
(check http://www.unna.org).

I imagine that in order to get the resulting database off your Newton for
distribution via the internet you would have to use Prism Research's BinHex,
another fine shareware product.
