Without hacking the system the maximum OS for each processor is:
68000 7.1 (?)
68030 7.6.1
68040/68LC040 8.1
PowerPC 601/603/604 9.1
PowerPC G3 9.2.2/10.2.8 or 10.3.x depending on model
PowerPC G4 9.2.2/10.3.x
Also, 8.0 was not updatable to 8.5, you had to "upgrade" the difference
I mean to imply is that you had to pay for 8.5, it was not a free
update.
Paid upgrades are as follows:
7.0
8.0
8.5
9.0
X Public Beta
X v.10.0
X v.10.2
X v.10.3
System 7.5.5 is now and has been freely downloadable for several years.
Currently the oldest Mac OS that is still sold and not available freely
is 7.6.
7.6.1, 8.1, 8.5.1, 8.6, 9.0.2, 9.0.3, 9.0.4, 9.1, 9.2, 9.2.1, 9.2.2,
and the various updates to 10.0.x, 10.1.x, 10.2.x, and 10.3.x have also
been freely downloadable.
