Watch out !!! There is not such thing as a "Non-Paying bidder" agreement.

There IS an option where BOTH seller and buyer may cancel the transaction.
But Non-Paying Bidder (NPB) is when you fail to fulfill your contract and
the seller wants his fees back.

OK, you won't have to pay him any fees, but you will be at fault with ebay
and if you reach 3 NPB's you will be suspended indefinitely.
A NPB notice is worse than a negative feedback.
