It's GoMac. (www.actionutilities.com or www.poweronsw.com)
Actually, you can move the Windows taskbar to the top of the screen, or
even the left/right side.
It's about the only GOOD thing in Windows. Loos like MacOS X's Dock will
do it a whole bunch better though.
