I've had no success with PackType too, so far. I use normally MacLink Plus
(V9.02, the last one which works well with NCU and is able to create
Word-docs from NewtonWorks files). In MLP you open one package file with the
right type/creator strings, write it down and change then package file you
want to assign.
Another good thing is AppleScript. Somewhere, maybe in the AS examples, I
found a type/creator change script and adapted it to pkg change. You get an
AppleScript Icon on which you can drop the pkg file or folder and get all
files dropped onto it, changed to Newton packages. It never failed to work
so far.
