You probably downloaded the NTK update instead of the NTK installer. What
you need is to get teh full 1.6.4b3 installer:

http://guelph.unna.org/mirrors/download.planetnewton.com/download/programming/ntkmac164b3_sit.hqx

and then the 1.6.4GM update:

http://guelph.unna.org/mirrors/download.planetnewton.com/download/programming/NTK164_sea.hqx
