When the A2 was current this was true, and still might be true if you
don't have an access point (or Airport Base Station) and your connecting
in Ad-Hoc mode.
Now when connecting to an access point (or Base Station) all you need is
the A3 driver and the wireless network needs to be named "Newton".

I have used all versions of the driver with my Newtons and all supported
AppleTalk and TCP/IP connections to and from the Newton.

Yes, I have used the Newton with other Access Points. Any access point
will work (including Apple's Base Station) as long as the network name
is "Newton". It is just that some access points don't forward/bridge
AppleTalk.
