Indeed. AppleTalk (MacFile) services have been available on NT and 2000
servers for quite some time. They can act as AppleTalk servers, but not as
clients. And you're also right, it's NT/2000 only and not in 9x/Me.

There are some known issues (like "dancing icons") with the implementation,
but by and large it works well. Sadly, the NT servers I've known serving
AppleTalk have been more stable than AppleShare 6.x servers delivering
AppleTalk "natively" over TCP/IP...
