Yes, occasionally. But be aware that "new" in this context means
"never used, but manufactured in 1998 or earlier". Putting rechargeables
on a shelf for years isn't the best way to treat them.

This might also happen with a new or refurbished one. Kind of depends
on your expectation...

There is a battery tray in which you could put either alkalines or standard
NiMH rechargeables. If you do the latter, you'd need some software
that takes care of making the Netwon adjust the levels of the battery
low and battery end warnings as it will think you have alkalines installed.

Well, shipping packs I refurbish within Europe is 4 Euro or 4 US$.
Worldwide surface shipping is US$5. Which I don't consider *that*
expensive :-)
