I had a Newton since 1993 and I've never heard or seen any such program.
If you want to start programming on the Newton, you better need to have
a Mac, or a properly configured Mac emulator on Windows, then hop to
<http://www.unna.org/> and look for the NewtonDev archive, probably in
development. It has everything you need to get started, including
documentation.
