Water cooling is used for CPU's that require it.
They spew heat out like crazy.
  The G5 falls into the same class as the CPU's you cite, and in some
respects out does them and yet requires no water cooling.

AMD cpu's fall between PowerPC's and Intels in terms of their heat
dissipation and they require quite good sized fans and heat sinks to
deal with it all.

CPU's can be cooled with a fan alone.
The brushless fan in the top of the iMac is dead silent. Put your ear
against it and you'll hardly hear anything.
