I agree about the liquid.

The square thing-bob between the second and third cell is the charging
switch. It has to be pressed in by a dingus on the batteries for the
batteries to charge. If the pack is pushing on this switch and it is still
not charging, it could be that the switch has gotten contaminated with the
crusty residue from the liquid.

Check to see that the switch is being pushed.

If the switch is being pushed, you have two options, strip the Newt and see
what is happening with the battery charging switch harness, or repeatedly
press the switch to see if you can displace the goo in the switch.
