In a perfect world, keeping the RPM constant will give you a constant
speed and minimise energy usage.

There are a couple problems, however. Cruise control typically acts to
keep your speed constant, which requires adjusting the engine's output
to cope with hills, road conditions, etc.) If you kept a contant
output, you would lose speed and possibly stall while going up hills,
and accelerate beyond reason going downhill. This should be easy
enough to overcome in software. I'm not sure how this will affect
energy usage, but it will certainly be far from optimal (though
probably more efficient than controlling the speed with your foot).

This sounds like a very cool project, I look forward to hearing how it goes.
