What everyone is calling a "router" is really a hub or a switch, and
yes it provides signalling that says it is connected. Using a direct
cable, the Mac will only detect a signal on the other end if the Newton
has brought up the card. Try telling the Newton to connect, then see if
the Mac changes its mind.

A more reliable and less frustrating approach would be to buy a cheap
hub off ebay, any one 10 base-T (10-Mbit) hub will work, and since you
can't connect faster than that with your Newt, it will do the job for
you.
