Ian,
I am completely perplexed by the type of connectivity problems you are
having. That is the NCX issue with your G4/Tiger Mac vs. your Intel/
Leopard Mac. I was certain that you would find that you got the same
error with the G4 and discover that some setting had changed in your
Newton setup. I have successfully used "Internet Dock" to connect to
NCX with both Tiger and Leopard, and TCP/IP with Leopard (never tried
TCP/IP with Tiger).

If both of your Macs are on the same network I cannot imagine how
your router will assign an IP address if you are trying to connect to
one server(Mac) and won't when you attempt to connect to the other.
Worse yet your Newton seems to be able or unable to use the ethernet
card depending upon which computer you are trying to connect to. I am
referring to the -61001 error.
I feel like I am getting in over my head here but the same Newton with
the same ethernet card should be able to get an IP address from the
same router no matter what server(Mac) you are trying to connect to.
I wouldn't be able to sleep until I sorted this out.

If you are able to connect to other web sites with NewtsCape then
Personal Web Sharing may be for you.
For background information regarding Personal Web Sharing, open you OS
X User folder then open your Sites folder and launch the <index.html>
file you find there.
OS X has an Apache Web server built in that you can activate through
the Sharing preferences in your System preferences, once activated you
will see the web address that you will use to connect to it.
I recommend that you create a new folder in 'sites', such as "newton"
Use Newtscape to connect to your Mac, in this format
<http://(your IP address eg. 192.168.11.105)/~(your short name)/
newton/> don't forget the final "/".
You can install Newton packages, download gif and I think jpeg images
into
NewtsCape and HTML documents that can be saved as Newtworks
documents, or as Newton books.
You will only have access to files that you place in the Sites folder
and subdirectories you create there, not your Mac's whole hard drive.

If you are connecting to your Macs via Internet Sharing rather than a
router, a search the archives found this
